I have set up the newsfeed aggregator and successfully created a block with the articles being imported. However, only ADMIN can view the block. If a user clicks on the block (or anonymous) he gets access denied. I've searched everywhere for the right setting. Thanks.

Ok, now it's worse!
Ok, now, I've really got it fouled up, lol. Logged in as admin, I can see the block on the left pane as expected, and can select the feeds, see the contents, etc .
however, if I am a user, the block doesn't even show up. I checked the block config. There is no role specific checks. I don't know where to look.

Check The Access Controls for Your Aggregator Module
I'm assuming you're using the aggregator module for this:
Try the following steps
1. Travel to Administer->User Management->Access control
2. Find the section labeled "Aggregator Module"
3. Select "Access [your RSS feed name]" for the anonymous/authenticated users

That did it!
That solved that problem I do have one other issue though. If the user selects the article, they are taken completely off of my site. How can I have it open a new window when they click on a source article?
