When on the Editorial assignments by editor page (admin/config/workbench/access) the table has two columns, with text in each column linked to the same place.

In core, a table like this would have three columns: Section, Editors, Operations. The only column with links would be in the "Operations" column, and in that column there would probably be something like a "Manage" or "Configure" link.
