I seem to be having this access denied error everytime i want to access my account administer page.
I've tried to reset my password, but it just doesn't let me access my administer page at all.
Is there any way that this can be troubleshooted.

The Login Ticket API module has nothing to do with the access rights for the "My account" pages, nor does it depend on user passwords at all.

Are you sure that Login Ticket API is the right target for your issue and having the module explicitely enabled causes this bug, or did you just select it because it contains the term "Login"? In the latter case, please have a more detailed look into the problem, disable contrib modules and see if it still happens, and determine which module or part of Drupal is causing it. Then, reopen the bug report, and reassign it to that module or part of Drupal (="project") which is really responsible for it.

Btw, if you mark an issue with "won't fix" then it won't be taken into account by the great majority of people or maintainers. Also, only assign an issue to yourself if you plan on fixing it by yourself.
