Thank you for Cache_actions module.
In D7, I like to use the admin/modules page as my 'cockpit'.
Using attached patch, it will lead you to the Rules config page - sometimes yo don't remember where to start with a module, and this is a good method.

Hmm, I like the idea but what if you use panels?
Then you've to configure the panes before it makes sense to create rules ;)

I was doubting if the Views-path was better then the Rules path. Unfortunately you can't set multiple configure-paths.
But you need Rules to 'configure' CA. Setting up Views/Panes is the prerequisite.
I'll what you come up with.

The only thing I can imagine is a help page which contains the links to the different modules you can use to work with CA.
I personally think the target of the single configuration link can always be questioned - depending on what someone uses mostly, to work with CA.
