Since no module permissions implemented (hook_perm), QAM always shows up in Navigate menu, even for non-authenticated users.

Users without 'administer_menu' privilege could not change anything but menu is always accessible.

Yeah, I did that so it would show up on my demo site without having to give anyone the ability to actually change the menu structure. But you are right, it is a bug and I will fix it and then just tweak the demo.
