Is there any way to spoof an ip address so you can test results from other locations?

I think the easiest way is to use proxy sites. If you google something like surf anonymous, or unblock facebook, you find websites that allow you to access your website through their server and their ip, thus allowing you to see your website as someone who is from the country their server is in.
