Remove "localities" taxonomy and field to incubator_localities module

At the moment, the localities field is being added to all node types, even if the localities module is not enabled. I believe at the beginning we were thinking of making a default locality item for all nodes, but it doesn't seem to make sense anymore. If incubator_localities is not enabled, that field should not appear on node entry forms.
