Cache get|set calls not using the cache table created for panels hash cache [#1441498]

The calls to cache_get() and cache_set() are not passing the cache table 'panels_hash_cache' created for this module. Patch fixes that.

Missed the call to cache_clear_all(). Revised patch adds that in.
