Many other code frameworks have a global option to enable debugging output, it would be very useful if Drupal had something like this too. Following other configuration patterns, there should be a variable, e.g. "site_debug", that other parts of the system (& contrib) would interpret to decide whether debug output was automatically displayed.

I agree on this.
Maybe even verbosity level could be there, which could trigger more/less in depth debug output?

It could also be useful to see a printout of the menu access callback functions (or other important stuff) somewhere in the interface. ?
Maybe something designers could also use to find possible template files?

Maybe another way of doing this would be to expand the current logging to have a log level, then options to decide what level is displayed on the UI vs in the watchdog API?

There is now a setting in D10 under configuration for development settings where you can turn such features on.
