There's no summary on that other issue, and it has a LOT of comments, but it looks like this is new functionality that is in the process of being ported to Drupal 6, but hasn't been ported yet. So I am postponing this issue until it's ported -- please return to this issue and reopen after the other functionality is ported (or reopen now if I was mistaken and this functionality already exists in Drupal 6).

Also, the hook docs for D6 are in the Documentation project.

Looks like #800434: drupal_mail, allow hook_mail_alter implementation to cancel mail is still in progress, so this is still postponed.
