configure blocks more appropriately

we should:

1. to match d.o, we should put the navigation menu, login block, and most other blocks on the right side, not left.
2. we should make sure the devel blocks (both the devel tools and the switch user ones) are configured in garland, so they show up.
3. look into some of the other key blocks on d.o (e.g. "New forum topics", handbook-related stuff, whatever) and make sure we've got those configured correctly, too.
