Chicken or egg syndrome

If you want to list all the Category nodes assigned to a Category how do you do it? You can enable Category nodes for taxonomy but that doesn't work very well for top level categories. What do you assign them to?... themselves? That doesn't seem to work very well. The Category module forces a value selection so you can't leave it empty. I am hoping this is a simple problem that others have encountered.
