am i missing something? when people flag a content, we want to send a PM to the author of the content (flaged user) but when using rules only flagging user show up as recipient.

any idea?

Please bear in mind that the Rules support for Flag is currently unmaintained!

I have tested this, and it works absolutely perfectly! Are you sure you used the token: [flagged-comment:mail], under the 'To' part of the 'Send Mail' action?
