I would like to apply the theme administration link "/ user" for anonymous users.
How are we doing this in Drupal 7?

What do you mean by /user path as "Theme administration link"?

If you need mechanism for switching theme for anonymous maybe should consider switchtheme module: http://drupal.org/project/switchtheme
