IMO now the workflow for adding new or existing fields is uncomfortable, it contains one unnecessary page load. It can be solved by adding 'Add existing field' and 'Add new field' drop-down lists of possible fields for every term.

Now 'manage terms' tab is unneeded because all terms on this page contains a direct links. By adding such drop-downs You can get rid of tabs entirely.

hm, i'm not sure if i completely understand you, so correct me if i got it wrong.
if you would implement those drop-downs for the every term, you would have to show every term existing on the 'manage taxonomy fields' page. for a system with heaps of terms this would be a bit much. especially as you would have to show terms without assigned fields unnecessarily. i think this would make the whole page kind of confusing and overloaded.
to create a new field you will still need a page to chose the field type and enter a name, so you wouldn't save a page here, just change the way to access it.
