Hi Suns. Drupal Commerce is pretty awesome. Cloud based can mean a lot of things, but if you are asking if its possible to deploy in the cloud Drupal is really flexible. If you plan to deploy in the cloud for hosting well then the answer is yes.

As for the features, I believe nearly all of those are indeed already there and if they aren't you can hire a developer to implement them. I have been a part of this community for only a few years, and I have found the user/developer base to be extremely helpful and diligent.

Ubercart is a great option too. Its a lot more complete than Drupal Commerce which is still in its early stages. I also have used it for many sites in the past and there is a lot of momentum behind it. If your new this is probably the best place to start.
