Improve keyboard / tabbing experience on Q&A

The tab order is a bit wonky right now (nobody's fault; we just didn't think about it).

It's currently widget, username, date/permalink. On a screenreader, they'd read the answer, then hit the widgets, then username and date. But, the thumb vote/up down widgets aren't currently keyboard accessible #1450962: Make the Vote Up/Down widgets keyboard accessible
