"Moderate" link names are confusing

I'm working on the site and the users find the "Moderate" link names extremely confusing. It's not clear that when you click on one of those links, it's changing states.

I'm not sure what the proper way to do this is -- perhaps add another field to the workbench moderation settings called "Action Name" or something?

For now I've created a dirty patch to simply add "Move to" to the front of the links. I'm open to suggestions how this should work. Attaching a patch
