Pre-fill suggested translations from locale_source and locale_targets tables

Doing this would permit to use the already translated strings

well, drupal.org (or any other site that host projects) may not have all project/modules installed, its going to be a very small part of all strings that will be on locale tables.

besides that, im developing a po importer, so all current translations will be easely used.
