Items per Row setting ignored on gallery page

Description
On the OG Galleries settings page (Administer -> Settings -> og galleries) I have both Rows per page and Items per row set to 3, but when I upload four images, they are just displayed as one column. Shouldn't it place them in a row of 3, and then start a second row?
