Let's add paging to the Rules admin UI, so it works better for a huge amounts of rules. For that, let's follow the entity admin UI example and use EFQ.

This improvement, while beneficial, is not as large as splitting many rules across vertical tabs grouped by tag, described in #1495552: [Meta] Improve overview page.
