Email limit error

I tried to contact a user this morning and it said I couldn't contact more then 3 per hour - it has been days since I did so.

When Squid was put up I suggested that any operations that limit based on source IP (now 127.0.0.1) be switched to either username or the X-Forwarded-For header. (I think this was on IRC, to killes who had noticed a same/similar problem to the one in this ticket.)
Does anyone know if the anti-spam Drupal features on this site are still looking at source IP?

@emsearcy - check the duplicate reference. I saw something about that this morning.
