What is the most recent versions of Ctools, Panels, and Panels Everywhere are compatible?

I am currently using: Panels 7.x-3.0, Panels Everywhere 7.x-1.0 alpha and Ctools 7.x-1.0-rc1+116-dev.

I am attempting to define a default site variant to with a piece of content that is limited to display with a specify vocabulary (URL = taxonomy/term/#). To do so, it looks like I have to follow the procedure here.

My attempts to define relationships and contexts are resulting in ajax errors which state there are undefined indexes to ctools include files (context.inc or Term_on_page.inc). I suspect I am not running compatible versions. I switched to the dev version of ctools to avoid other ajax errors resulting from incompatibilities with Ctools 7.x-1.0-rcl version from last July, but this may be the cause of the problem.

Please clarify the most current versions of the three modules I should expect to work well together.
