Page Manager and Views Content do not respect "Display comments" checkbox of Views

When I create a views content pane View to show content of type Article (set to Full) and with contextual filter set for Node ID and Pane Settings Argument Input set to "from context" > "require Content ID", I am able to to preview the node in the preview view area when giving a node ID in the preview with contextual filter box.

However, even though the check box in the Show:Content | Full content settings fo "display Links" works, the one for comments do not. In the preview view, the comments NEVER show. Oddly, in the Page Manger, with setting to only show node content, when viewing the node, the comments ALWAYS show. There is no setting that I can find to fix this.

Interestingly, if i simply add a standard page view to the view with the same defaults as the content pane view, then the "display comments" check box works as expected in the page preview.

So in summary, the view preview does not respect the "display comment" setting in that it never displays the comments, and the page manager does not respect the settings, in that even though only node content is set to display, the node comments display in any event.
