Can one use Panels to place contextual administration links like they do on the attached screenshot, so I can put an "Add " on top of the view panes or blocks.

Currently Page Manager does not have the capability to add custom contextual links.

Ok. Maybe I should add it to views using views_linkarea instead?

Views linkarea was not a good fit.

you can always add links into the header area of a view.
