Browser Fingerprinting

I've used the votingapi with a few contrib modules where anonymous voting was desired, but preventing duplicate votes based on IP Address was not quite good enough. I think adding some form of basic browser fingerprinting would be an excellent feature to add.

I looked into potentially hacking this in myself in some fashion, but it appears to be beyond my abilities (which admittedly are less than impressive).
