CSS not attached if form called by drupal_get_form

If some configured to use Spamicide form is being called from theme (*.tpl) i.e:
<?php print drupal_get_form('user_login_block'); ?>
CSS is not added and field-to-be-left-blank is visible.

Drupal 6.24 with LoginToboggan 1.10.
