But my idea is to have an 'open source learning community' where essentially you get initial 'tokens' and to gain more, you have to either submit a written tutorial / video tutorial / realtime video lesson to gain tokens to view other tutorials. I have lots more ideas but thats just the very basics I just think something like that but more robust would be sort of nice for people to put more effort into helping eachother with what they are really good at be it css or php, drupal, etc

I haven't heard of a site like this...
... it's a great idea. Creating tutorials is a time-intensive process that ought to be recognized and rewarded. A lot of tutorial sites consist of a few people posting tutorials and everybody else just fishing for the answer to their particular problem, and once they solve it, they leave and don't come back for a few months. This sounds like it has the potential to create a community of developers who are all expert in something and who stick around to answer each others' questions.
