When an administrator goes to sign up another user for an event, he has to search for that other user by his username.
Often, the administrator does not know the person's username and it would be easier to search for the user by their actual name.
Allowing the field to be searched on to be determined by the administrator would make this functionality much stronger.

There is an issue #242720: Mass/bulk user signup that implements Rules and Views Bulk Operations to handle this. If that is what you are looking for, please test the patches and continue the work.
There is also a separate module: http://drupal.org/project/signup_rules that implements Rules in Signup module better.
