Currently, the module's settings may only be administrated by user #1, the admin user.
The module's permissions doesn't appear at the access table (/admin/user/access).

Also, the module's admin URL is non-standard (admin/content/comment_page) and it doesn't appear on the site's menu. I was able to admin the module only by typing the admin URL directly.
