I've got a use case that requires a few sites to have a common vocabulary with all the terms synced.
Before I start coding I wanted to ask if anyone has tried anything similar and if so what is the best way to go.

This doesn't seem to be relevant to Services. If you want to write a Services resource to deal with shared taxonomy, at least mention what you're thinking about doing.

Also, take a look at Features' taxonomy support. Any robust approach that relies on synchronizing terms between peers will involve some complexity. If you can get away with synchronizing from a single master site via a feature, that's your best bet.
