Added support for TNG V9.

Added support for TNG V9 (see http://tng.lythgoes.net/wiki/index.php?title=TNG_V9_Major_Changes), with automatic detection of TNG version (V8 or V9).
Added media-only access rights to the users' TNG permissions form.
