Per #1455796: [meta] Create a D7 "version" of Kit, wouldn't this be a separate project in its own right?

I'm not questioning the idea or the motivation behind it, I think a Kit-compliance validator would be fantastic, either on its own or as an extension of Coder or something. Though as the spec grows and evolves to be version-specific, I wonder if it's beyond the scope of this specific project and warrants a new one.
