I don't see any way too weight menus, categories, etc.
Seems to be determined by the ordered they are created.

osopolarI need this too! And I wonder that there is nobody else who needs that.
It should bee done for example like in views where you can order the arguments arguments ... if its done like this we also can have the possibility to deactivate menu items. Or the more easy way is to use the weight of the menus in /admin/build/block
