When using tabs on an exposed block the last tab's title is being duplicated below the content area. I've renamed/reordered the tabs but it always duplicates the most recently added tab's title.

I haven't observed this. It may be theme-related. Tabs module does output an HTML title for each block, hidden via CSS when Javascript is enabled. This looks to be an error in tabs rather than panelsblock. Please post the HTML for the duplicate title. I suspect this is a theme-specific error.
