We should revisit the checkout form's composition, specifically its current process of validating and submitting checkout panes one-by-one regardless of other errors on the page. This doesn't adequately accommodate dependent panes (payment might be dependent on a valid billing address) or even just panes that take irreversible action and should only be "submitted" once per checkout (again, payment).

This particular issue isn't about the topic that needs revisited, but it is representative of the type of pushback we've had: #1380310: Optionally require all panes on a checkout page to validate before processing them

Finally posted the full Drupal Commerce 2.x Roadmap to DC.org and will be creating / linking missing issues in the queue after DrupalCon is over. Some are already created and linked above, I just didn't have a chance to update them all. : )
