Concatenating terms from two vocabularies

Please excuse me if I am duplicating an issue – I have looked fairly carefully but not found the issue entirely as I am experiencing it.

I am putting together a monthly newsletter, which is managed by taxonomy vocabularies thus:
Vocabulary: Year; Terms: 2010, 2011, 2012, etc.
Vocabulary: Month; Terms: January, February, March, etc.

What I am trying to do seems simple but I have not been able to find the way:
Create an archive menu in which I will have a listing like this:
January 2012
February 2012
March 2012
etc., where, incidentally, if an item has no content for any reason (such as the fact the newsletter began in the middle of last year), it should not appear.

Then, when you click on one of these listings, all the related articles will flow into the content area, sorted by another Vocabulary item I have called Sections.

I'm avoiding the machine date stamps because some articles get started and finished outside of their monthly schedules. Otherwise, the built-in archive view would be perfect.

Resorting do creating a manual menu would be such a pity given the elegance and power of this module!

Any help would be greatly appreciated.
