I have exported Drupal Gardens site to a remote server and installed Mayo theme.
In themes settings option there is no color adjustments tool and live display image visible.

I have no idea how to recover color settings section and I need it desperately since it is very handy to adjust colors using that tool. please help.

Could you do a quick fresh test drupal install with mayo on your localhost or other? That way you could do a quick side by side comparison and see what you are missing. Is the core color module enabled?

I know this is a little old and I am a newbee, but just like the comment before make sure core color is checked.

It took me awhile but I figured it out
