For example, bladder cancer is more common in men, but women are more likely to die from the disease. One explanation for the difference is that women are more likely than men to suffer from rarer types of bladder cancer, according to the National Cancer Institute. Another explanation for the higher mortality rate in women is because a greater number of women experience a delay in diagnosis. Try stripping all that MSN
Try stripping all that MSN code from the text.
It really shouldn't matter though - have you tried saving something simpler to confirm that it's the text you are saving that causes the problem, and not a larger system problem?
Contact me to contract me for D7 -> D10/11 migrations.

then you answered your own question, lol. Get rid of all the ms specific garbage in the html (there's online cleaners you can use to do it).
copy & paste with MS html is almost always a recipe for trouble. Avoid it.
If it helps ...

It worked by change to utf-8.
forceutf8
If you apply the PHP function utf8_encode() to an already-UTF8 string it will return a garbled UTF8 string.
https://github.com/neitanod/forceutf8 addresses the problem.

The reason there is no error
The reason there is no error message with the PDOException is probably due to invalid UTF-8 in the passed arguments: see http://drupal.org/node/1929862

Hit the same problem. Here is my workaround:
