Instead of listing vocab only if there's a nodes in it, how about putting them as a menu similar to Taxonomy Menu. That mean each group will be able to display their own menu based on their respective vocab/terms

A hack on these functions will do just that ....but I didn't got work perfectly :-(

Anyway, i got i done using Taxonomy_context and configure PHP visibility for block to show for respective group via group nid. The block by this module didn't workout for me. Only shows the OG_Vocab in the first group.
