Seems to me like almost every module in the Drupal Commerce space
is marked as "Dev" version. Even the PayPal module which I know some
people are using for production.

Yep it have!
I have implemented the module (a sandbox project for a moment) providing an API to authorize.net ARB and implements ARB as a commerce payment method.

It may be a good (more secure) alternative solution.

Thanks but I've never heard of ARB.

I was thinking more in terms of a working PayPal recurring payments module for D7.

Is there one?
