included groups default to selected

Issue Summary

Is there any way to have new groups selected by default for role promotion when the group is created. Currently this defaults to not selected, which doesn't work well with organic groups. It requires the admin to keep an eye on all new groups and then select them on the administration page for og promote. Even a hack is fine with me, although I would think other users have this same issue with organic groups.
