There is no administer panel styles in the list of permissions. Image attached.
The panels therefore do not have style selections in the drop down settings menus.
I cannot log in as user 1.
Panel pages are controlled by Page Manager.
This is a shared install - I can add and edit modules in my own module and theme folders but not in the parent module folder which is shared by other sites.
Why would this permission be missing? What can I do (or should I ask the User 1 person to do)?

belong@mywebworkshop.com commentedThe user 1 of the site tells me that this problem occurred when they did the last Drupal and module update.
Our developer (uid=1) says...
"Looks like that is only available to uid=1 (ggadmin). We had to
upgrade panels due to a security update. Hopefully the panels
developer will look into this, but I'm not going to have any better
luck logging an issue than someone else."

merlinofchaos commentedYou know, it's actually harder to write a cogent report than it is to search, and since you wrote a pretty good report I'm surprised yo u didn't find #1313642: 'administer panels styles' missing from hook_permission(), only user 1 can edit styles

belong@mywebworkshop.com commentedWell, yes, I did find that. But it says it is fixed for 3.10, but we are using 3.10 and it is not fixed for us.

merlinofchaos commentedYou are misreading. It says the patch works on 6.x-3.10 not that it's fixed in 6.x-3.10 -- that is why it is marked "needs review".
