It would be good to have different messaging for when a user is not tracking anything on their site, like when the module if first installed, versus when the configuration is actual our of sync. Right now they user gets the normal config out of sync message when the module is turned on and nothing is yet being tracked.

I think this is not an issue anymore. Please correct me if I'm wrong, but when I first install the module, I don't get the out of sync message.

It might not be but I don't think anything has changed it. We should test running cache clear and the check config action button to see if any message is set when nothing is being tracked.

Just installed a new site from scratch and it didn't show any messages either after clearing cache or pressing the check config button.
