I created a Webform text area field called comments and when I save the Arrange fields option the Switch to plain text editor option is displayed in a totally wrong place. Also the width and height of the text area is not the same as indicated in the arrange field section. Please see the attached image.

Well now, that it weird. You seem to have a lot of odd bugs with Arrange Fields ;)

Have you tried disabling FCKeditor, just while arranging the field, then re-enabling it afterwards? I'm curious to know if maybe it's FCKeditor's iframe or javascript which might somehow be confusing AF. If that actually works, you could tell FCKeditor not to show on just the arrange form, based on the URL.
