Allow administrators and content creators to add content in any group

Currently administrators and content creators must join each group they would like to post content in. Ideally, administrators and content creators would be able to post in any group on the site without being a member.

One possible solution is to allow the entity reference field to reference "All groups" for the admin and content creator roles, and "My groups" for other users.
