How can I let user pick the template for his/her own blog in the drupal?

Have you taken a look at the taxonomy_theme module? Seems like this would do what you want.

maybe try the mysite module as well: http://drupal.org/project/mysite

MySite 5.x.1.10 and higher also support user-selected theming and automatic path alias support.

But MySite doesn't affect blogs. Someone should ressurect the old Blog Theme module. MySite and Taxonomy Theme both show how to do it.
