Upcoming patch:

1. Creates a new permission, when we deploy we should enable this for the Security Team role since team members are getting mail via a mailman list.
2. Looks for new nodes and subscribes the submitter to email notifications for "all issues" for that project

I confirmed in the DB that this was working.

A user who submitted an issue just confirmed it worked as well.
