Is it possible to give a user-role permissions to edit welcome and other account emails without giving access to the other settings in admin/config/people/accounts/settings ?

I guess I will take the silence as a no - which is what I thought but decided it was worth asking anyway, just in case someone had a solution.

In my opinion, Drupal needs to do more to separate admin functions that may need regular access by clients and functions that need to be kept well away from them. This is a perfect example - the content of the account emails may need to be changed quite regularly but I would not want to give all clients open access to the account settings page. Anyone care to add other similar examples?

In connection with this, I have decided never to take on another new Drupal project because I now have too many different sites to manage. Updates have just become too frequent and problematic and upgrades are a nightmare. Added to that are the requests to change settings such as the above and there is no time left to work on more interesting stuff. If I had more knowledge of managing a server, I could probably migrate everything to a multi-site setup, but the learning curve would be too great to make that a possibility at this stage.
