I have the Delta 7.x-3.0-beta9 module installed, and all of the components enabled: Delta API, Delta Blocks, Delta Color, Delta UI.
I also have Chaos tool suite (ctools) 7.x-1.0-rc1 installed and enabled, and I'm using a sub-sub-theme of Omega.

My problem is that the "import" link on the Delta settings page is missing. /admin/appearance/delta
I've tried disabling and re-enabling delta, no luck. Any suggestions? Has anyone seen this before?

Update for anyone who runs into this: You have to be User 1 to import Delta Templates.
If you aren't signed in as the Super Admin it won't work. Just fyi. :)

More info on this: Anything that uses CTools for importing will only work for user #1.
- The issue was reported against Views, and is now tracked against CTools: http://drupal.org/node/870938
